Atlas Research is assisting the Department of Veterans Affairs (VA) with planning and implementing major transformational programs and projects resulting from passage of the Veterans Choice Act and/or in support of new or MyVA program management frameworks. The ideal candidates will have expertise and experience working with or for the VA as a contractor or Federal employee to implement high visibility and/or enterprise-level projects, programs and initiatives. Experience supporting major transformational projects, programs and initiatives with other Federal agencies is also preferred.
 
Scope 
The consultants will have demonstrated experience marketing, designing, leading and implementing lean six sigma improvement projects within the Federal government and/or private sector.  This demonstrated experience should include helping clients to:
  • Select and prioritize a project portfolio in the role of trusted advisor
  • Quickly understand lean six sigma methodologies, tools and requirements, i.e., serve to educate clients while simultaneously providing analytical leadership and support
  • Define specific project/business process parameters, goals and expected outcomes and results
  • Measure existing process capabilities, performance and/or outcomes and results
  • Analyze opportunities for process and performance improvement
  • Improve existing processes and/or design new processes to achieve expected outcomes and results
  • Control new or improved processes and organizational capabilities to sustain desired outcomes and results
  • Develop realistic implementation plans to turn conceptualized solutions into operational reality
Essential Duties and Responsibilities

The consultants will be responsible for leading and managing projects to conceptualize, design, and develop a wide range of solutions, to include:
  • Identifying the optimal technical approach, work breakdown structure, resources, and timelines to meet specific client requirements
  • Educating, briefing and supporting client team members on the proper application of six sigma methodologies and tools
  • Coordinating with consultants and subcontractors providing supplemental support
  • Determining the optimum mix of skills and modalities to meet client requirements
  • Establishing project-specific standards and templates
  • Providing quality assurance for work products
  • Effectively leading and managing teams
  • Developing briefing documents, reports, and presentations
 Minimum Qualifications
  • Bachelor’s degree from an accredited college or university.
  • At least ten years’ experience in Lean Six Sigma leadership and support to Federal clients.
  • Lean Six Sigma certification at Master Black Belt level.
  • Expertise in at least one of these capabilities: Value Optimization, Quality Function Deployment, Statistics, Process Visualization Techniques, Variation Reduction or Toyota Production Method.
  • Excellent written and oral communications.
  • Strong proficiency with MS Project, Word, Excel, PowerPoint and MINITAB or similar statistical analysis software. 
  • Authorization to work in the U.S. for any employer.
‚ÄčPreferred Qualifications
  • Project Management Professional (PMP) certification.
  • Lean Six Sigma support to private sector clients.
Only candidates with prior experience working with or in the Federal government, who can demonstrate successful project management expertise working across organizational boundaries, will be considered for this role.
