Health System Management Consultant

Atlas Research is assisting the Department of Veterans Affairs (VA)/Veterans Health Administration (VHA) with implementing various emerging programs resulting from passage of the Veterans Access Choice and Accountability Act of 2014 (VACAA). The ideal candidates will have expertise and experience working with or for the VA and VHA as a contractor or Federal employee to implement high visibility and/or enterprise-level projects, programs and initiatives. Experience working as a trusted advisor and/or leading similar projects, programs and initiatives with other large health systems is also preferred.
 
Scope 
The consultants will be highly knowledgeable and experienced in health systems management; program management and program implementation; communications/change management; budget analysis; and program analysis. The candidates will provide assistance with developing and implementing recommendations to support emerging VACCA programs. The consultants will be focused on further development and provision of program management best practices, program implementation, program evaluation, change management/implementation, and business processes, standards, and procedures.  Support areas include:
  • Oversight — Program and Project Management and Performance Measurement
  • Improvement — Improvement and Management, Change Management and Transition, Process Improvement, Quality Management, and Implementation of major initiatives
  • Data and Analyses  — Studies and Analyses and Information and Records Management 
Essential Duties and Responsibilities
The consultants will be responsible for leading and managing projects to conceptualize, design, and develop a wide range of solutions, to include:
  • Identifying the optimal technical approach, work breakdown structure, resources, and timelines to meet specific client requirements
  • Coordinating with consultants and subcontractors providing supplemental support
  • Determining the optimum mix of skills and modalities to meet client requirements
  • Establishing project-specific standards and templates
  • Providing quality assurance for work products
  • Effectively leading and managing teams
  • Developing briefing documents, reports, and presentations
 Minimum Qualifications (mid level)
  • Bachelor’s degree from an accredited college or university.
  • Six to ten (6-10) years’ experience in project and/or program management for Federal clients.
  • Expertise in at least one of these capabilities: Change Management, Business Process Improvement, PPBE (Planning/Programming/Budgeting/Execution) Implementation, Acquisition Life Cycle, Data Analysis, Modeling and Simulation, Web Design, Business Architecture, Information Management, and Strategic Communications.
  • Excellent written and oral communications.
  • Strong proficiency with MS Project, Word, Excel, and PowerPoint. 
  • Authorization to work in the U.S. for any employer.
‚ÄčPreferred Qualifications
  • Project Management Professional (PMP) certification.
Only candidates with prior experience working with or in the Federal government, who can demonstrate successful project management expertise working across organizational boundaries, will be considered for this role.
