Atlas Research is assisting the Department of Veterans Affairs (VA) with planning and implementing major transformational programs and projects resulting from passage of the Veterans Choice Act and/or in support of new or MyVA program management frameworks. The ideal candidates will have experience working with or for the VA as a contractor or Federal employee to implement high visibility and/or enterprise-level projects, programs and initiatives. Experience supporting major transformational projects, programs and initiatives with other Federal agencies is also preferred.
 

Scope 
The consultants will be knowledgeable and experienced in program planning and management; business requirements development and management, and enterprise program and integration support. The consultants will provide assistance with developing and implementing recommendations (strategies) to support emerging VACCA programs and MyVA program management frameworks (e.g., PPBE, E2ERM, and APMF). The consultants will be focused on further development and provision of program management best practices, program implementation, program evaluation, and change management/implementation. Support areas include:
  • Program Planning and Management, to include program management office (PMO) stand up and ongoing operational support
  • Business Requirements Development and Management, to include developing business requirements documents, process definition, validation and verification of requirements, and requirements traceability matrixes (RTM)
  • Enterprise Program and Integration Support, to include planning and execution; change management; stakeholder engagement; program integration; audit/compliance; and portfolio management 

Essential Duties and Responsibilities
The candidates will be working with clients in the development and implementation of strategies and approaches to support VA’s organizational transformation, to include:
  • Identifying and analyzing alternative strategies and approaches, and making recommendations to address specific client challenges and issues
  • Developing implementation plans for transformational projects, programs and initiatives
  • Working with clients and stakeholders to implement transformational projects, programs and initiatives
  • Developing and implementing monitoring strategies
  • Developing briefing documents, reports, and presentations
  • Providing subject matter expertise in Federal program/project management and implementation
  • Collaborating with clients and colleagues

Minimum Qualifications (mid level)
  • Bachelor’s degree from an accredited college or university,
  • Six to ten (6-10) years’ experience in consulting and/or program management for Federal clients.
  • Expertise in at least one of these capabilities: Program/Project Management, PMO operations, Change Management, Strategic Communications, Business Process Improvement, PPBE (Planning/Programming/Budgeting/Execution) Implementation, E2ERM (End-to-End Requirements Management), APMF (Acquisition Project Management Framework), Performance Measurement/Monitoring.
  • Excellent written and oral communications.
  • Strong proficiency with MS Project, Word, Excel, and PowerPoint. 
  • Authorization to work in the U.S. for any employer.

  • Master’s degree
  • Project Management Professional (PMP), Change Management Advanced Practitioner (CMAP), and/or Lean Six Sigma Green or Black Belts
