Business Analyst

The Business Analyst will define business requirements for VA IT systems in the Veterans Health Administration (VHA) and or Veterans Benefit Administration (VBA). 

In addition to funded projects, you may assist with the development and submission of proposals to federal agencies, private foundations, and other funding sources in areas where you have subject matter expertise. You may assist with a variety of special assignments and operational support tasks related to project management.

NOTE: This position will be located on client site in Washington DC.

Essential Duties and Responsibilities
  • Elicit business requirements for information technology solutions using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, user stories, use cases, scenarios, business analysis, task and workflow analysis, and develop requirements/specifications according to standard templates, using natural language.
  • Perform process modeling to define and analyze data requirements needed to support the business processes within the scope of corresponding information systems in organizations.
  • Elicit and document functional requirements, business requirements documents as-is and to-be business process models and process flows that depict the end-to-end stakeholder and user interactions.
  • Serve as a conduit between the customer community and the software development team, collaborate with developers and subject matter experts to establish the technical vision, and analyze tradeoffs between usability and performance needs.
  • Document business rules and workflows using Business Process Modeling Notation (BPMN) Version 2.0.
  • Facilitate subject matter expert (SME) sessions.
 Minimum Qualifications
  • Bachelor’s degree from an accredited college or university with 6+ years’ experience or a Master’s degree with 4+years’ experience.
  • Experience with functional and non-functional business requirements elicitation and documentation, use case and user story design, business process modeling and requirement taxonomy.
  • Proficiency with MS Office software and Rational tools.
 Preferred Qualifications
  • Working knowledge of VA IT including PMAS/VIP and ProPath.
  • Experience with Business Process Modeling Notation (BPMN) Version 2.0.
  • Experience working with or for the Department of Veterans Affairs (VA) as a contractor or Federal employee.
