Atlas Research is seeking an Analyst to support performance management and continuous process improvement for the Advancing Priority Populations-Veterans Practice Group’s corporate portfolio of work.  Atlas currently serves as prime contractor for US Department of Veterans Affairs, VHA Homeless Program Services Office and the National Center on Homelessness Among Veterans in advancing national strategies to end and prevent Veteran homelessness. The Analyst should possess demonstrated knowledge and experience applying analytic methodologies and principles to address client needs; apply analytic techniques in the evaluation of project objectives and contribute to the implementation of strategic planning; perform analyst functions including data collection on project performance, analyses and reporting, and performance measurements to support project objectives; conduct activities in support of project team’s objectives; and work closely with the practice group to meet all deliverables across portfolio projects.
 
Scope

These contracts provide for services to assist the Secretary of the US Department of Veterans Affairs and all of its associated Divisions in the support of federal action plans to end and prevent Veteran homelessness and programs that provide direct services to homeless Veterans and their families. Atlas provides robust performance management and continuous process improvement support and integration professional services to our VA clients.
The position will work with the APP-Veterans Team to provide project management support, research, writing, and content support across all three contracts and opportunities may develop to further provide health care and policy projects for other vulnerable populations.
The ideal candidate will have expertise and experience working with or for the VA and VHA as a contractor or Federal employee to implement high visibility and/or enterprise-level projects, programs and initiatives. Experience supporting similar projects, programs and initiatives with other large health systems is also preferred. The candidate will provide assistance with developing and implementing recommendations to support emerging programs supporting priority populations.
 
Essential Duties and Responsibilities
  • General Supportive Duties
    • Assist with preparation and quality assurance of client deliverables, presentations, and materials.
    • Build effective relationships and communications processes with clients, subcontractors and internal project teams to deliver high-quality content and services.
    • Conduct extensive research and synthesize findings to communicate results.
      • Support senior staff on various research projects by: conducting literature reviews, supporting statistical and project analyses, analyzing health services research, and synthesizing business information.
  • Research and write white papers on a range of topics, translating research into practice recommendations. Lead white paper development for larger business development and practice diffusion efforts.
  • Draft, organize, and help submit proposals to federal clients. 
    • Serve as proposal manager for submission to government clients
    • Assist with SS/RFI/RFP responses as needed.
  • Provide support on projects (local, state-wide, and national) relating to Veteran homelessness, Veterans’ health, rural Veterans, women’s health, mental health, and event management. 
  • Manage business development, shaping meetings and communications.
 
Duties specific to contract deliverables - i.e. Supportive Services for Veterans and Families (VASSVF), Community Employment Coordinator Training (CEC) and 25 City Coordination to House Homeless Veterans (VA25 Cities)
  • Assist team with project client meetings, communications, and deliverables.
    • Work closely with Project Manager and/or Project Coordinator in daily project tasks to ensure alignment with the statement of work and scheduled deliverables.
    • Manage meeting invites, minutes and next steps for client calls, partner calls, and additional routine and ad hoc project management team calls.
    • Assist in drafting and editing monthly, quarterly and annual reports.
  • Additional duties specific to VASSVF:
    • Maintain team SharePoint site including uploading site visit information, pre-visit documents, HHS drawdowns, and running weekly reports.
    • Prepopulate Universal Monitoring Packages (UMPs), upload tools to SharePoint, and review submitted reports for completion.
    • Maintain various spreadsheets and project files.
    • Organize and facilitate monthly virtual calls with partners.
    • Draft quarterly and annual project analyses including data gathering, entry, cleaning, and analysis.
 
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university.
  • Excellent written and oral communications.
  • Strong organizational, typing, and time management skills.
  • Strong proficiency with MS Project, Word, Excel, and PowerPoint. 
  • Must submit a writing sample along with qualifications.
 
Preferred Qualifications
Selected candidate must submit to Criminal Background Check post-offer.
